About Christine..I played with this tonight again, and was able to achieve the same result by simply converting to bw, the increasing the contrast, and using the solarize filter in Elements. I hope this helps.

I like this one better than the Quicksilver but will say that one is very artistic. I brought your picture down and got pretty close to yours by changing to two colors using using 2 shades of grey and then doing some tone mapping in the blue channel. I use Ulead PhotoImpact.
