About And who says that you need PS or anything else of that overload for making an image look like a pencil or charcoal drawing...

When it snows, just adjust the DoF so that nothing in your image is in perfect focus, and then move your camera in the direction of the falling snow as you shoot in slow shutter speeds. This is then what you get, and it has the benefit of comprehending what you're doing, instead of calling on "high spheres of artistic nonsense", ey? ;-)
