Well, the old man is the centre of attention of this image, and we know he's sitting there on a busy street. But if you were to lift the camera a bit higher and show the faces of the other people the viewers would start to see a wider picture. They might start to analyse their faces to see how they react (if they react at all) to the old man. By showing only their feet, you have acknowledged that they are there, but without taking our attention away from your main subject.
