My knowledge doesn't reach as far to know about Agian, but your interpretation throws a new light on the photo.
I was only thinking about a really lazy scene in the city with some more focus on the personal way to perceive that lazyness - not my way, but that of somebody just having time to sit and think between all that urban coming and going.
You added the idea of inprisonment, which I consider very well fitting here, since urban life can indeed be a prison. And those who don't even care about time seem to be just relaxing in the freedom of the own self....
