I want to put 2 smaller photos on a larger black background to make a frame. When I "cut" & "paste" the first smaller photo onto the background it magically expands to fit the size of the background. How do I get it to stay the size I want it? I created a new file for the black background size 8 X 10 and the smaller photo is 4 X 5. What am I missing? Thanks for your help!

Make sure the resolution of both files is the same before dragging layers from one to the other.

Yes as Adam said, that will cause the problem you are explaining
