Sorry, Clive, I wrote that on a night shift, I was tired, I don't mean to come across as dismissive and your question is genuine.
I work a lot at night and wish it was captured more often.
So often it is seen as a grim thing, darkness -isn't it romantic here though?

ahhhh poor Clive check out Bill Henson some time and you will see the effect is just what I wanted deliberate u/x in this case (as with the other images like this) was used to evoke some sense of mystery and depth... anyone can make a correct exposure in fact today its hard not to, anyone can also make an incorrect exposure as a mistake. To choose ones exposure to fit the feeling of the storm is however a personal choice which I made deliberately and correctly, irrespective of the viewers notions.

All I can see is a small blue smudge in a black rectangle. I do not understand why you would even post this without making some attempt to improve the image.
I have taken the liberty of adjusting it so that others may see the image for what it is. Adjusted with the levels command in PS.
