You have done a fine job with your experimenting here, Jocelyn, and have created an artistic piece that really fits your title... The blue toning gives it a dreamy quality, enhanced with the glow effect and slight grain. You have controlled the lighting very well, with very effective fadeoff at the edges adding to the mood. This is a good example of where PS effects are used to enhance an image, rather than trying to salvage a poor image (I have done both ;-)), because of your solid image foundation: terrific capture of expression with intriguing light, and excellent composition. My tiniest nit: There is a small dark triangular shape at the outside of her knuckle that I would consider cloning out. It's really not that distracting, but I find myself wondering what it is. This is outstanding work, Jocelyn.
