I think this really works... A lot of the time, pictures with a lot of motion or camera blur just seem to obstruct the image, but I think it really helps this.
The high contrast seems the perfect way to show the anonymous streams of drivers that from the viewer's persepective make up only one part of a stream rather than individual entities. The similarity between the lights of the cars and the lights overhead/reflected underneath maybe make the image even less personal: all we see are lights, devoid of the people behind them.
