In essence a very good shot, and I think it's strange nobody has picked up on it yet. I like it, and think this photo has a lot of potential.
I do get the feeling you tried to include too much. To me, the primary subject is the conjunction between the sky and the mountain in the distance. That makes me believe the large area taken up by the foreground is a bit excessive. Cropping it off might just do the trick. I've attached the crop I have in mind, hope you don't mind. Wonder what you think, though. To me, it emphasises the mountain as well as the sky, still hinting at the city in front.
Another, maybe even better option would be to pan up in stead of cropping the image, or take this in a portrait format.
