The thing with this photo, this just my thought. Is there two points of interest. It would be a lot more interest if it was just the guy one the street or just the guy in the window.
I don't know who you are referring to. I think the person on the upper deck of the bus makes the picture for me. I like the shot as a look at a particular ordinary time. The man is peering below, the woman is napping. The condensation of the window showing how cold it is. The pedestrians just reinforce this. So, from the title, I gather your viewpoint is on the pedestrian. I see it in another light.

I don't know him, and the man here is out of focus. I agree it could maybe have been a good shot if he was visible enough, His posture seems interesting
However I don't find the picture very exciting as it is...
