Difficult to say without seeing an alternative where the background dog is sharp.

Then you could have them side-to-side and decide which one is more effective. Was the blur added digitally?

Since s/he's looking at the camera...yes.

In your other picture s/he was looking the other way and thus the attention was not drawn to her/him but to the other dog.

I also like the dog in the background. What bugs me is the dog laying on the leash. I think the leash could lead you into the subject better if it was straight. Fun photo though!

I like the blurred dog in the background. The eye is drawn to the dog on the left, but the dog in the background adds a lot of interest.
