Good Day Cheri,
Thanks for all your wonderful comments. This is not a ritual more so that because people living on the coast are living where fishing is the primary source of living (or was or still is) and the bouys are washed up on shore.... and some are old like antiques, you know how some people put old bikes or other old things in their house or around their yard ect. some people just put them around for decoration. You will find this obviously in smaller rural areas rather than the city.
