:) Dave, paint was very cheap in Soviet Union and for "nice view of town" local authorities forced owners of private houses to do this very often. It's very funny to see a lot of layers of paint, sometimes of various colours...
Unfortunately, very often this was single operation performed with buldings. Of course, it depends on owners. Such condition of this house probably due to old people lived there. They just have not got enought money to repair and relatives to help...
My grandmother had such wooden private house, I lived in it few years when I was child and I remember it with warm sence. Woodenmade buildings are quite ecological and cozy.
