First of all thanks for your analyze! =) About the title.. if you take a look at the right of the man you will see a "No Smoking is Allowed" Sign.. a cigarette with a line drawn over it! Plus the fact that there stands a fireman on the balcony. Thought the title was suiting due to this.. =)
The framing you have done also works! I liked the lamp and the odd patterns in the glass.. thats why i let it be in the composition!

For a second I was hoping to catch that gentleman smoking a cigarette on the balcony but no...
Anyway.. maybe I would have framed it differently, emphasizing the subject. something like this
