Really like the composition, the building and the big cloud above make it a very dynamic and original photo.

Now I noticed you used a 800 iso film. That can explain the hig contrast and low definition...

I suggest that you buy a professional 50 iso film, a tripod and go back there and shoot. :)

The shame is has the contrast is so high you lose detail in the top of the building.
I don't know how you altered it in PS but when I try to get the sky more blue in a washed out photo I do this: saturation - blues: slightly more saturation and less brightness.If necessary do the same in cyans. That way I wont compromise detail or the rest of the photo.
