I like the contrasts the picture has
i would corp it a little but not so much as DM
I would leave the "tourist"

Dave is right, the foreground is the more interesting, but his solution is not one !
The only way to get out of this is a "collage", i think !

Looks like a dangerous moment for the guy with the camera but I like the frame of thought here, the haves and the have-nots with the "have-not" looking forlornly over the people who have the good life. That face of the homeless guy says it all and capturing his bag of posessions give the idea he is homeless.
