Only Barbara herself could give you a definite answer, but my guess (based on my experience and looking through her portfolio) the soft/focus effect here is greatly emphasised by a niose filter. They typically smooth out skin while keeping the fine detail of eyes and eyelashes. This increased contrast between soft skin and really focused eyes.

I am intrigued by the very sharp focus on the eyes and the creamy defocusing on the skin, which gives it a lovely smooth look. I can't work out whether it's a characteristic of the lens, the judicious use of depth of focus, or some kind of after processing. I suppose it could be just a great complexion! It would be kind to give a little more technical detail to put inquisitive geeks like me out of our misery. I admire the very dramatic cropping. It would never have occurred to me to tuck that beautiful face up into a corner and remove most of the forehead, But it works very well, partly I suppose because that wonderful smile and those eyes come near to the one-third points. This is the first photo I've given straight sevens to.

Not the most original shot but just so well executed, skin tones beautifully captured with excellent lighting and composition and the model smiles with her eyes. She's going to be a heartbreaker when she grows up!
