if there is a "painterly effect" is merely due to saturation, and if you've had taken a look to the original picture, you would have seen that the blue on the street IS a natural effect given by the different light sources (more evident if you use a negative film instead of a "digital eye"). I've just enhanced that effect through saturation, as I have said in the "About".

I'm sorry, didn't mean to flame. There's been a major discussion on the forums on this site about PS photoart and some "caricatures" of nature shots using PS. I thought may be this was in the same vein. This picture does have a painterly effect to it and on second viewing I think this is kind of nice. But the blue on the street is kind of unnatural. The warm colors on the walls are very pleasing.

I'm really disappointed in reading such comments; when I "work hard" with PS I use to say that.
I can confirm what I've said in the "About" and I'm attaching the original image. As you can see by yourself, working with *GLOBAL* saturation, you achieve the result.
