These are "warts and all" photos and this one was taken of a mannequin in a charity shop (Lifeline) window in the lead up to ANZAC day (25/4/2015 - A day to commemorate Australian and New Zealand Army Core soldiers lost at war).
Lifeline provides a free counselling service for anyone in distress and I would assume soldiers returning home after a tour of duty would call on Lifeline's services from time to time. As a sign of respect, Lifeline has put stickers of Poppies (a flower associated with ANZAC day - see recent posts from David McGill) all over its shop window and this is what's causing the black mark in front of the mannequin.
