Yes, he doesn“t look as if he can swim - maybe float though;-)
One time some guys tied up themselves after one of the ferries going to Sweden and went waterskiing. Crazy!

Perhaps he missed the ferry, and is reluctant to swim to catch it up! Another good one, I like the composition, and the colours are strong and punchy. You've held the exposure well, too...
