Marc - I can't help you with the zone system, I'm only peripherally aware of it.
What I and a lot of others do is base my exposure on an object at a particular exposure compensation value.
I probably set the exposure for the dark side of the rock to be at -2.0EV, then confirmed the other areas to be in the +/-EV ranges I expected them to be at before applying the ND grad.

Just to be clear, what I meant was that I set the aperture so I'd get a 10-sec shutter duration at an equivalent exposure value.

IIRC, I metered off the leftmost rock and set manual exposure to just get rock detail off the reflected light and let everything else fall into silhouette. I adjusted aperture for a 10-sec duration, and then I added a 3-stop hard edged ND grad to keep the sky in range. Then, timed the back end of a longer wave to catch the sheen off the sand w/o having to worry about subsequent waves from interferring with the wet sand for the exposure duration.

Beautiful photo! I think that it's a touch too dark in areas tho, but the 10 second shutter time was good for the effect on the water.

A great image Steve, perfect choice of shutter speed, it has made the water look very misty, the composition is great the diagonal leads the eye across the frame and the silhouetted rock have some great shapes amongst them, very nice work.

A well executed long exposure, the slight diagonal of the surfline takes the eye nicely right to be then led back left by the dark rocks towards the sunset/rise.
