  Q. how to achive a Ligh Brush effect without having one?

its pretty simple just pick the brush tool and change the mode to Soft Light,Color->white and the opacity to 12->(or more depends on a photo)and simply brush it.
i think that works pretty good in B&W if you have the touch

If you want to do it while taking the picture instead of in post production Photoshop, just use a small Mini Mag Flashlight and a color correction filter. Takes a while as it isnt real bright, but will eventually get the job done. The real light brushes used fiber optic light pipe and a high brilliance light source or strobe with various end pieces to focus or difuse the light.
