OK, a couple of questions first. Is the streak a single thin line? Like the width of one scanning pixel? If it is, you have a dead pixel in your scanning head. The only thing you can do is send it back to the factory and have the head replaced or, if it's an inexpensive scanner, just buy a new scanner. But if the streak is a wider, slightly milky streak, then you have inferior glass. I have this problem on my Microtek scanner. The glass looks clean and clear when viewed with the eye, but when I scan a picture, I come up with lighter areas where the cheap glass disperses the light from the scanning head. If this is the problem, try locating a company where you can buy replacement glass. Get good quality optical glass. It costs more, but you will get much better results.

It's a somewhat wider, milky sort of streak, but it is the exact same width all the way across the scan, so that's why I didn't think it was the glass. You may still be right, it was one of those bargain scanners on sale at Office Max, heh

do you have the newest drivers? sometimes it seems like a cop-out suggestion to just download drivers, but sometimes it really does help. check out the scanner website for drivers.

Just about all scanners calibrate themselves before scanning, usually by looking at a piece of white card or plastic which normally resides underneath the panel that holds the glass.
Watch it when it starts up and you will be able to tell where it is. It is possible there is something on this card, so if the scanner is out of warranty and you are mechanically minded...

I'm having a similar problem with my flatbed scanner. A Microtek Scanmaker X6. I'd like to post a couple of images and see if your problem matches mine. I think it does. The line which appears close to the middle of the glass, is somewhat milky in appearance. I'll upload two images. the first is a resized 300 dpi scan of an 8 x 10.

Here is a 450 pixel crop from the original scan. There's got to be an explanation for this line. Do your scans look similar?

I hope this helps:
I sometimes get these streaks and I think they are caused by having other applications running during the scanning process. "Noise" from the computer doing other things seems to cause this exact problem on my Nikon Coolscan III scanner. If I am listening to any music, CD or MP3 especially, it happens consistantly. (I have a SCSI connection to scanner.)
Try shutting down all other applications, including resident ones like AIM, ICQ, etc and see if that helps. Don't do ANYTHING else while the scanning is transferring data from scanner to computer. Definately make sure your email program is not running.
