In PS CS you have Photo filters available but the same effect can be achieved by using blend colour layers and masking.

Wow. Makes me want to just dip and have myself a free shake.
In my opinion attention goes to the serene water first, then back to the rocks in the foreground and then theat beautiful and dramatic sky. Everything is jelled very nicely here. Love the exposure, shadow, mid tone and highlight details and the composition. Very nice shot indeed. Excellent idea to play with colors to make it look different.
