Thanks, Amitava, for your comment. It's not the effect, it's much more simple, then you think about. I did this shoot from a fast driving car.
No PS work here at all.

This is a fantastic, almost surreal shot. The blurry (panned?) foreground and the sharp background just amaze me. I'm still trying to figure out how you got that effect.

Very nice landscape too this one Lena. The long train surely adds a lot here because of the way the textures shining at the sunlight!
