The frame was made with PS Elements 2.0.
Firstly I select two colours I want to use for the frame by setting the background and forground colours.
I then goto the Image - Resize menu and select Canvas Size.
In the dialog box I set the image height and width to be resized by something like 0.8cm with the relative option checked.
I then switch the foreground and background colours and repeat but setting the imageresize to 0.2cm in both directions.
Finally I repeat again swapping back to my orginal colour and resizing by 3 or 4cm.
BTW I don't use PS for removing wires scratches etc - Microsoft Picture It (not the express version) which I got as a freebie wth one of my Cameras has a neat feature which is much better at removing unwanted lines.
