This is a good shot - you've caught a fabulous expression. You mention that something is missing - this is technical and being picky but I think this maybe what will really bring this pic out. The picture needs some more contrast and perhaps some more saturation, it is actually a little overexposed and the detail has gone in the white feathers of his head. I hope you don't mind but I have attached a copy where I have cropped it a little, burnt in the pupils of his eyes and the dark parts of his face. I have saturated a little, and tried to tone the cyan cast down a little. also added some contrast on a layer and painted that off his head.

This is a good shot, the itensity of the eagle is awesome. This could be a great shot with some tweaking of the levels in photoshop.
