Toni, it's simple. In Photoshop, convert the image to grayscale, go to filter, select stylize and select extrude. Experiment the image with various pixel size and depth to get the desired effect. (elements- Type: Blocks, Size: 2 pixels & Depth: 30, Random)

This is a great manipulation. Looks like a zillion stars in the sky. It would be a great effect with a moon. Would you be willing to share how you achieved it?
