I try to use PS only to make slight corrections on color and lightness, unless, of course when I want to make an effect I couldn't have achieved through the shooting only, like in the 'Silver and Gold' and the 'Jumping to the yellow box' pictures in my portfolio or this picture's framing.
As for the frames, I think they help presenting the picture. Not that people will rate the frame, but it helps the picture to not look like 'floating' on the page.
Thanks for your comment on my panorama of the Japanese park! I don't use PhotoShop to do more than I would have done in my dark room years ago, so your PS work is something I'm quite unfamiliar with, but it certainly makes for some interesting results. You asked for an honest score--I really think this is very good... I like the particular colour green and that bright little flower, with even the fuzz on the stem beautifully sharp. I like the frame, too (although I never make frames myself).
