Overall this is not all that interesting of a shot and the ovious PS work here is very distracting. Your other work is much better.

thats very nice shot . tourists , poilce officers and papers! :) but i dont know why you used blurring this way! i would like it without bluring at all! very good capture Jorge:) thanks

It's rather strange that only the central portion of the grass is blurred; if you're intent on keeping the blurring, which you really don't need, you might want to expand the selections and then feather them a few pixels before applying the blur command-- there are some hard edges around the policeman's face, for instance. Good composition though-- the cop's additional step or so of height and downward gaze adds a level of social commentary, whether intentional or not.

I think this is how I would like to see an ideal free society, where the people do not have to fear the law, but to be encouraged to exercise their rights openly. Even to create art with a camera, a brush, or a pencil, that should not have to be by permission only.

I'm not quite sure why you've decided to blur a bit of the grass here. I think the image would be fine with out it.

Jorge, your photo shows that you are working with background blur after taking the photo; but doesn't your camera allow you to take shallow DOF images by using wide aperture? (My camera has a "portrait" mode that blurs the background by forcing a wide aperture, or I can just set it to f2.8, unless there is too much light) I really like your foreground subjects here. Very interesting. Do you ever ask permission from your street subjects?
