Hi Lissa:
There are a lot of powerful emotions swirling through this portfolio, so I think I'll start with something accessible. And, yes, I think you did more than OK with this attempt to capture movement and freedom.
I have an intuitive sense of how you might be able to improve this a bit and it has to do with the tonal relationship betweens the sun, clouds, water and the girl. It seems to me that the girl is attempting to embrace the sun -- but the bank of dark clouds and the water are blocking her, standing in her way. Perhaps it's a cliché, but I can't help but feeling if their were some rays of light reaching over the edge of the cloud bank, reciprocating the girl's gesture, that this image would have a more definite sense of unity and purpose, or at least, a sense that HER purpose is being fullfilled.

Nice moment. Composition is great. Love the lighting, love the title. The horizon tilt does not bother me at all, but she is a tad soft. ( which I dont understand considering your shutter was 250 ) I believe it is the digital, I have had the same problem at times.
