Hi Keith,
I see what you are saying now. I guess because of the bright sky, I didn't suspect a time exposure.
I visited Hugh's website. Very impressive work!
I especially liked the one with the surfers walking into the scene from the right side. Also some great B&W/Sepia work in one of the portfolios.

I don't like the PS effect here Keith. Looks like somewhat overdone. I think even without it, the feeling of the breeze would be there..

To be honest I didnt do a lot in photoshop
I already took the image on a very long exposure and used A ND grad to keep detail in the sky.
The thing to do in photoshop was just to take out all the clarity in RAW then selectivley bring it in to certain areas.
Was a great workshop its just finding the right subject to use it on

Hi Keith,
This one caught my eye this morning.

My first impression when viewing was Wow!

But, almost right away, withing a few seconds of viewing, I just couldn't get my mind off the large amount of areas that have been manipulated by the "technique".

So, I guess from my point of view, maybe this one is a little "heavy" on the special effects.
I will definitely visit that site to see some of the work by Hugh Milsom to see how his compare to this one. My gut feeling is that sometimes these kind of effects are ultimately more effective when they are hardly noticed. Sounds like a bit of a contradiction. :) I would be interested to hear what you have to say about this attempt and the effect over-all. Especially since you have such a great style of your own with landscapes already.
