You are bang on Doc :-)
Yes the focus is not perfect. but as you said the light was very low. and I cannot set a higher ISO because you know then it would become very noisy even in ISO 200. I took it in 1/5 shutter speed :-)
and after uploading the photo even I did feel that it would look better if the border in the upper part was narrower :-(

like a frame taken from a movie, it reminds me the cinematic work by Deb; really a wonderful streetshot
two nits: focus ohsold be a bit better but taken into account the light conditions it's not bad at all; the upper line of the nice border should be narrower matching both lateral sides (just my taste)
anyway, you are a very talented shooter, keep going
