you guessed it correct, those are lights which sparkle randomly each hour, at night, for 5 min, on Eiffel Tower in Paris.
Thats a breathtaking sight. You can get a shight idea by watching a video, http://www.youtube.com/watch?v=n6AKzkDzLYA,
