I agree with the previous suggestion of using a slower shutter; something like a time exposure of 10 seconds with the aperture stopped way down. In ten or more seconds, every light from every nook and cranny will fill the frame.

You are right. It had a scanning problem. I had a very cheap scanner when this was scanned from negative. Since then, I dont have any scanner. It was taken with a multi second exposure at I believe f8. I had braced it against the fence of empire state building.

Very different ambition, but I would try with slower shutters on such views. Still very nice, but it seems like it had a scanning problem ?
