Hey Dave . . . the ND would, in fact, drop exposure throughout the lower half entirely. Since the image is RAW I may go back and try pulling in two exposure extremes and combining them . . . (interesting thought) . . . Still . . . a more creative crop might have ensued from that filter since the area leftward is basically negative space anyway. The ND filter would have worked fine on an image cropped like the attached.
All right everybody . . . back to your images . . . move along - nothing to see here!! :)

Maybe I'm wrong but wouldn't a ND filter filter out the whole bottom of the photo? Your only problem with light is in that one quadrant.
I shot the same angle but from the other side of the bridge (thought about you while doing so, too. Had the same headlight problem and tried doing the finger dodge thing. It didn't fail but didn't do as much as I expected. I'll have to go back and look at that photo.

Oh - and David . . . . . . the moving things about in front of the lens sounds different . . . and here I was considering a graduated Neutral Density filter . . . silly me! LoL! :)

Oh, and re your "problem headlights"? You could always try moving at more of an angle so they are not flooding directly into the lens... or if that is not possible, try dodging with your fingers. Figure out where in the lens those lights might be and during the exposure, just move your finger (or paper or whatever) over that area during most of the exposure. It's tricky but that is what is fun about night shooting something like this, you have lots of time for experimentation.

Oh, big man's trip to the big city... and you come back with three pictures? Tsk Tsk Tsk. And I'll tell you one thing that I tell everybody else trying to do night shots... where's your exposure info? How am I to learn if you can't put it in there for me to see?

Thanks Phillip . . . but I still see issues with this . . . like overexposure due to headlights and darker image elsewhere. Not sure how to rectify that except maybe shoot twice in raw and set exposure separately and merge the shots. Normally, once in RAW would be fine but the exposure range is more than 1 or 2 f/stops and that's the range for the RAW images. I'll work it out! Maybe.

You should have put a sign on the bridge for people travelling in your direction to only drive with their parking lights on.
Still a great image of the Golden Gate Bridge. Excellently composed.
