Ron,
I'm not 100% sure, this is a male, but the only animal on earth, where the female is better looking, than the male is the human animal. God sort of played a trick on us humans. I guess to keep us in our place, or something...
The only reason I though this might be the male is the blue ring around the neck. Not to mention in the bird world the male has to attend to the young ones. Like the Robins, when you see the pretty orange breasted one catching worms, then feeding the babies, it's the male...
Just an educated guess on my part, as I'm not a bird expert by any means. Maybe someone out the in UF world knows for sure...
