I love the look of Arches with snow on the ground. When I was there snow was the farthest thing from my thoughts. In fact I didn't realize it snowed that much there. My first thought when viewing this is that the sky really isn't adding much to the image and likely could be cropped... at least in its current form. I too think that more can be pulled out of your scan with some basic color correction. Perhaps then the sky might add more.
I can't suppress the feeling that there's a counter clockwise tilt in this photo, yet it's impossible to tell for sure. Just a feeling.
Apart from that, I think it's a wonderful scene, with the snow adding something unexpected to this photo.
Concerning the composition, I think the off centered placement of the rock formation is something to think about; normally, one would expect the spacing on the left and right to be equal, but I think this might actually be better, if not a bit unusual. Good shot, and nice tones.
I think you could just slightly improve the impact of this photo as well as the image quality by adding the final touches in photoshop after scanning, to really make it tick.
