Thanks, Tabitha. This effect is a "radial blur" in Photo Shop. I used the magic selection tool to select everything connected with my son, including the bat. Then I inverted the selection, which made the selection everything but him. Then I went to Filter > Blur > Radial Blur. This effect can be more or less variation.
