The image is a little dark, but good for the conditions you were in. I agree that it might be beneficial to remove some of the extra sky and focus more on the lower portion of the image.

The lighting and expression are good. You might have cropped off a litte more off the left of the image to reduce the extra space.

Interesting subject matter. I think you matched your lighting to your subject well. However, it seems that the garbage bag is a bit out of focus. Perhaps you could have focused on the bag (as it is probably somewhat closer to the camera) and added a 1/2-1 stops more DOF.
