The netting might be to keep large objects like stones or bricks from penetrating the glass. Sort of like the meshing that you see in the cockpits of NASCAR vehicles.

I'm curious -- can anyone tell me the purpose of the netting that was draped over this van? It was part of the crowd-control police effort.
